In 2018, the NYC Department of Homeless Services (DHS) estimated that 3,675 unsheltered individuals live across the five boroughs. Recognizing that these are the most vulnerable New Yorkers, DHS leads the Homeless Outreach Population Estimate (HOPE), an essential tool to identify solutions to the current homelessness crisis. Through this comprehensive effort, a team of volunteers surveys unsheltered individuals to inform how programs and services can be improved to support their wellbeing. This endeavor brings up an enormous challenge to coordinate protocols across between different City agencies (DHS, Department of Social Services, Department of Health and Mental Hygiene, and Human Resources Administration) and articulate multiple processes including volunteer recruitment, communication strategy and survey analysis. Karp Strategies was brought as an in-house consultant to: deliver project management support; operationalize the survey and design a replicable model for the future. Karp Strategies analyzed HOPE’s ecosystem and identified opportunities to improve cross-agency collaboration. Karp Strategies designed a dynamic systematic model able to adapt to different timeframes and staff requirements. Through this process, our team boosted one of the country’s most comprehensive surveys of unsheltered individuals, and also built an exemplary tool to help overcome the homeless crisis.
